Designed by Prof. Renle Ma (马人乐) of Shanghai Tongju University (上海同济大学) and completed in 2000, the Dragon Tower is 326 meters tall, and is the 22nd highest tower in the world and the seventh highest in Asia. It mainly serves for communication purpose as Heilongjiang Broadcast and TV Tower, but is also used as a tourist attraction with food services at the revolving restaurant at the top of the tower.
The structure is consisted of the base, body, two halls (lower and upper hall) at the top, and antenna above the hall. The base has the shape of a spherical crown including one underground floor and five above-the-ground floors. The body is a cylindrical tunnel supported by lattice steel going from the bottom to the top with visually pleasing parabolic curves. The two tower halls are located between 181m to 216m. The lower hall has the shape of a flying saucer, and the upper hall resembles a ball.

- First floor of the base: ticket office, physical exam center, arcade, and a drug store.
- Second floor of the base: science exhibition hall, Terracotta army display room, wax museum of emperors in China, gallery of famous sceneries from around the world.
- Third to sixth floor: equipment room for Radio and TV broadcasting.
- Lower Hall: also called 云中漫步惊险环, a walking area, an area displaying precious and exotic stones , an area displaying celebrity hand shapes, and an area showing 16 large pictures of the world's most famous towers.
- Revolving Restaurant: located at 186 meter above the ground in the lower hall.
- Butterfly Hallway (蝴蝶走廊): at the 190 meter. Outside the hallway in the open air is the sightseeing platform for the bird's eye view of the whole city.
- Blessing Hall: at the 203 meter above the ground. This area displays the rare treasures from the nearby Acheng (阿城) History Museum (金上京历史博物馆). At 205 meter is the highest point that visitors can reach.
